HB 1508 - WA Kids Ready To Learn Act

  • Ensures students get a healthy start to their day with school breakfast
  • This is the bill that Representative Stonier championed last year.
  • Speaker Chopp has said that there will be a vote on the House Bill this week.
  • This Bill does include all of the major components of our work:
    • Requirement that high-needs schools (70% + FRL) offer Breakfast After The Bell 
    • Flexibility in the model of Breakfast After The Bell
    • Instructional Time
    • Start up grants
    • Restores funding to WSDA’s Regional Markets program (Farm to School & Small Farm Direct Market) to connect farmers with schools and other institutional customers to increase sales of Washington-grown food
  • At the end of last session we worked on a few technical fixes to this bill that still need to be addressed this session  This includes striking language that removes the requirement that breakfast items served in a breakfast after the bell program contain less than 25 percent, by weight, added sugar.  There are federal guidelines that school nutrition programs follow and this is not something that can be implemented by districts.

Senate Bill 6003 - Breakfast After The Bell

  • Senator Wellman pre-filed this bill in late 2017. 
  • This bill also ensures kids get a healthy start to their day with school breakfast and includes most of the major components of the bill.
  • The Bill doesn't include support for the WSDA Regional Markets program
  • This bill doesn't include the sugar amendment described above.
  • The Bill is scheduled for a hearing on Thursday, January 11 at 1:30.
